By metro you can take the green line up to Intendente. Bus number 22 that you can catch directly at the airport will take you to Areeiro, where you can take the green metro line.

Intendente metro station (Igreja dos Anjos exit). From here, you can easily reach any site in the city, including the historical Bairro Alto with its wonderful cafes, discos and shops. You can also enjoy a sophisticated shopping spree in the Chiado quarter. Due to its location on the Avenida Almirante Reis, you can reach the various parts of Lisbon by foot.
